Lower = Higher performance
Higher = More stability
If you use Everest Bandwidth tool (or SiSoft Sandra) , you should see a decent increase , probably around 200 points :-

OOoops sorry that's about 4 motherboards out of date I'm here now :-
DDR2 - Gigabyte GA-EP45-EXTREM
DDR3 - Gigabyte GA-EP45T-EXTREME

I've no experience of that board but did consider the Asus P5E3 Premium/Wifi@N Intel X48 in my experience the Lifestyle boards seem to out perform the ROG boards. I went for the Gigabyte GA X48T DQ6 instead which proveed very solid, the only slight drawback was the relatively simple bios which is basically as your current board the x38. The current crop of giogabyte P45 boards have now got a more feature rich bios (see the Extreme limks) and in my opinion better value than the Asus X48 boards, which are very pricey >£200.

I have another question:what do you think about NB cooling-air or water and if water which cooler is better to choose and how powerfull my pump must be?

Monitor looks great very classy

Nb cooling is a little difficult as the bolt holes aren't exactly standard, getting something to fit the pwms is even worse, have a look at this Aftermarket Cooling X38/X48 1of3 for ideas & pitfalls. I ended up using an old 939 CPU Block it worked well. Probably best solution if you don't mind pending £ is Mips
re pump I'm using
MCP655™ series 12 VDC Pumps
been running it 24/7 for 18 months no worries. With Gfx & CPU permanently & NB block probably half that time.
