okay well i updated the bios, it actually wasn't on the latest version, but still no change in options.
I tried the settings again but to no avail...

Here is the Asus link to my board:
ASUSTeK Computer Inc.

And here is the link to the chipset updates:
ASUSTeK Computer Inc.-Support-

Maybe there's something in there i could use that i'm missing...?
Here are the pics if you want to check them out now as well....maybe that could help.

Should be in that memory voltage sub-menu.
If you use SiSoft Sandra or Everest you should be able to look up the brand, model and Vdimm of the RAM.
If it is DDR2 800 then you should have few problems on a lower strap.
If it is 667 or 533 then it might be more difficult, you could loosen the timings, they dont make a huge different with C2Q.

I have SiSoft Sandra, I went to Environment monitor, it gives me voltages and such, however nothing for Memory. I'm not sure which option in Sandra will tell me those specs. Would you know? i know there's a memory bandwidth test as well which i have used. I have DDR2 800.

Also do you think it could be that i don't have a good enough video card or the fact that i have "no name brand" RAM? I originally got my computer from Acer, but i replaced the mobo that came with it to this P5QL-EM. But i'm using the same video card and RAM that came with the computer.

Link to the nVidia Graphics card:
GeForce GT 120 (OEM Product)

The GFX card shouldnt effect overclocking, the RAM however can.
Usually the RAM has a sticker on it that details the vdimm and timings, we usually set these in the bios and on the lowest strap 1:1 and then overclock the CPU from there.
Your RAM should be able to handle a 400mhz FSB unless the board or chip cant, in which case things get expensive from there.

interesting.... how do i cancel it out whether its the board or the memory? its gonna have to be a process of elimination, i will buy better ram, but getting another board at this point is kinda not gonna happen.

Maybe you can some RAM from a friend to try?
If not 4GB DDR2 800 kits can be bought from NCIX.com - Buy Corsair XMS2 TWIN2X4096-6400C5C 4GB DDR2 2X2GB PC2-6400 DDR2-800 CL 5-5-5-18 240PIN Memory Kit - TWIN2X4096-6400C5C In Canada.

I am not convinced it definitely is the RAM though, I wouldnt like to see you buy some if you didnt need it.

humm....i will see i can find a friend with DDR2, i tried a bunch of things last night. taking one chip out, putting them in different slots...etc. nothing worked beyond 357 FSB. I do want to get better RAM, but i'm also not convinced that its just the ram...so if its not the ram then would that mean its the NB?

well i might as well get better ram anyways then this crappy ram that came with the comp. After work i'm going to be purchasing:

Canada Computers - Memory > Desktop Memory > DDR2 1066 PC2-8500+ : Mushkin XP2-8500 DDR2-1066 4GB (2x2GB) Extreme Performance Series CAS 5-5-5-15 (996599).

Should be good. Lets see how well its clocks ; )

In the pics you posted I see an option called "Configure DRAM Timing by SPD": set it to auto.

What have you set your CPU multiplier to?

The Q9300 has a multiplier of 7.5x, but in this picture

the multiplier is set to 6x - CPU is underclocked @ 2.50Ghz

Have you tried setting the multiplier to 7.5 and seeing if it makes a difference?
