Is that $500 or £500 ? If it's £500 then get yourself a good Phase cooling solution. It will blow everything else out of the water and will last for years and years.

Don't liquid cool your memory, it will just kill your flow and memory doesn't produce enough heat to justify LC.
Get one of those dedicated ram fans from OCZ and you will be ok.

I can't see you picking up a phase unit for $500, or at least over here, it will cost almost double that for a decent unit, and even then, it will only cool your CPU.
Go with a decent water setup.
- CPU blocks - Swiftech Apogee GTX/D-Tek fuzion 2
- Radiator - Thermochill PA120.3 if you have the space - fans of your choice, I recommend Yate Loonies.
- Tubing - Theres not much in it here really, so just go for whatever is most practical and pleasing to the eye - I prefer the 1/2 ID stuff, I avoid clearflex as it clouds up very quickly, but the XSPC stuff looks identical and stays clear and is cheaper.
- Fittings - You'll need 2x 3/8 BSP barbs for the Thermochill radiator, try and get the ones with the built in O ring and that way you won't need to use PTFE tape. For the rest of the blocks, just standard G1/4 thread barbs to suit your chosen tubing size.
- GPU block will depend on your GPU - There are full face blocks, EK do some good ones, Danger Den do some overpriced ones. Keep in mind that using a full cover block will dump the heat from the Vram back into the water...it's not a big deal, just something to consider. You can also get a block that fits on the GPU itself and then you can use Ramsinks on the Vram - I think swiftech and D-tek are your best bet for those kind, although Danger den do do a rather good maze 4, but im not sure what current GPUs it fits on.
- Reservoir - again, this depends on your case and how much room you have - I can recommend the Swiftech MCres, it's small, bleeds easily and comes will a load of brackets to attach it in many different ways.
- Chipset Block - Danger Den Maze 4 chipset block is a favourite of mine - Theres not much it wont fit on and it's fairly tough seeing as the top is polycarbonate. I also have an EK universal delrin chipset block and that is pretty good good too - not much between the two and about the same price.
- Additives - If you want to go UV, just grab something like feser one - easy and clean. You can make up your own concoctions...for a long time I used deionised water (couldn't get distilled here) and 5% zerex with a drop of UV dye, but it really does mess up the inside of the tubes.
- Pumps - I'm of the opinion that less can be more with pumps. There's no point in putting a high powered pump in a not too restrictive loop, it will just generate extra heat and noise. For smaller loops, a lower powered pump will do the job well and be much quieter. For performance, I like the Laing 18w DDC with some kind of top on it such as a Petras. For silence, D-tek do a really quiet pump which only has a low flow rate, but works well if you want to keep things silent.

Off topic:
Next time you have a load of time free you should do a w/c guide m8. I'm pretty sure you would get alot of interest in it maybe not as much as the C2D o/c guice but it would compliment it very well.
Also do you need 3/8 barbs with 1/2ID tubing not 1/2 barbs for the PA120.3?
Does that apply to pump and blocks too?

The 3/8 BSP is the thread type, it's different on Thermochill rads, pretty much everything else, apart from some older gear has G1/4 threads.
Guide on the way, since last november  So little time at the moment.
