Basically its the internal operating frequency of the memory controller aka northbridge usually found in 200/266/333/400 flavours which represents processors with 800/1066/1333/1600 fsb. At any given internal operating frequency the memory controller has set internal timings which effect performance, higher straps tend to have slack timings so the memory controller can hit higher fsb speeds.

Quick Example 200 strap tends to have a wall around 380fsb before performance drops off
266 strap the wall is around 430fsb and 333 strap around 520fsb...of course you can go past these points as not all hardware is the same (but expect performance not to be as good).

That one is for the 965, but the principle is the same in what it does.

A good analogy is to think of the straps like gears on a car, and as you go faster (with the FSB/MPH), you need to change gear, or the engine will be revving too high and not getting anywhere, so you change gear (strap) and then the engine can still run at a safe speed, yet travel faster without straining.

That make sense?
