Ok....So I reseated the CPU, lapped the CPU and the HS, reset BIOS to optimal settings and now when I run OCCT it continues to run with the following results:

Temp at idle is 28c and Max temp reaches 38c....So whats the deal? I know I should be able to OC the E8500 to at least 3.6GHz which is my goal....PLEASE HELP

By optimal settings you mean you have reverted everything to stock i assume?
What program have you used to monitor temps?
Anyway you are far from reaching any thermal wall, so just set the multi to 9x, the FSB to 400, the vDIMM to whatever your sticks are rated at and let's see if the system can pass 6 hours of occt.

Yes I put everything back to optimal...Unless someone has a template for me to begin with I think I'm going to quit!!!...Ive spent all day with different settings and soooooo tired of trying different vcore settings, reading all your posts, reading all your OC guides...I'm exhausted!!! Any last thoughts?

Yes, take your time and don't get stressed over it, OCing should be fun.
BTW i take it OCCT is failing the tests? If yes did you set the vDIMM to what your memory is rated at?

That mild OC could be a nice 24/7 setting, i like that low voltage on the core.
Make sure you save that profile in case you try to go higher and want to start from where you know you are stable (BTW you did run or occt for a few hours right?).
I'd leave the FSB at 450 as your memory is going pretty fast already, and just try to use a higher multiplier, 9 and failing that 8.5; you will probably need some more vCore, i'd say around at least 1.26/1.27 for stability at 450x9 should be expected, i don't think that you'll need to touch the FSB voltage, but some NB voltage (MCH) might be required: don't be scared to use 1.4 volts on it.

I FORGOT TO MENTION: Using my same settings as above (haven't tried your recommendations yet) OCCT crashes 10 minutes into the test with a Code 4...Any thoughts?

Where you at? you didn't give up have you?
Try the setting i posted up there, the vCore seems low, very few chips can work with so little.
Also up the vDIMM to what it's written on the box/label, that's essential.
